The meeting was called to order at 10.45 a.m.

OPENING OF THE SESSION

1.The Temporary Chairperson declared open the twenty-seventh session of the Committee on the Rights of the Child, and said that the High Commissioner for Human Rights, who was participating in the Preparatory Committee for the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, would address the Committee later in the session.

SOLEMN DECLARATION BY THE NEWLY ELECTED MEMBERS OF THE COMMITTEE

2.The Temporary Chairperson invited the newly elected re-elected members of the Committee to make the solemn declaration provided under rule 15 of the Committee’s rules of procedure.

3.Mr. AL-SHEDDI, Ms. AL-THANI, Ms. CHUTIKUL, Mr. CITARELLA, and Ms. SARDENBERG made the following declaration: “I solemnly declare that I will perform my duties and exercise my powers as a member of the Committee on the Rights of the Child honourably, faithfully, impartially and conscientiously.”

ELECTION OF OFFICERS

4.The Temporary Chairperson announced that, following consultations with the members of the Committee concerning the election of officers, Mr. Doek had been elected the new Chairperson of the Committee by acclamation. Ms. El Guindi, Ms. Sardenberg and Ms. Ouedraogo had been elected Vice-Chairpersons, and Ms. Karp had been elected Rapporteur.

5.Mr. Doek took the Chair.

ADOPTION OF THE AGENDA (item 1 of the provisional agenda) (CRC/C/106)

6.The agenda was adopted.

SUBMISSION OF REPORTS BY STATES PARTIES (agenda item 3)

7.Mr. DAVID (Secretary of the Committee) said that, since the previous session, seven initial reports had been received, from Switzerland, Netherlands Antilles, Republic of Moldova, Seychelles, Israel, Solomon Islands and Haiti, and four second periodic reports, from Pakistan,

Madagascar, New Zealand and Canada. That brought the total number of reports received by the Committee since its inception to 209, which included 162 initial reports and 47 second periodic reports. Of those, the Committee had considered 150. To date, 30 initial reports and 102 periodic reports were overdue.

CONSIDERATION OF REPORTS OF STATES PARTIES (agenda item 4)

8.The CHAIRPERSON said that the Government of Oman had declared that it was not in a position to appear before the Committee during the current session. The consideration of its report had consequently been deferred to the Committee’s twenty-eighth session.
