1.The author of the communication is D.L., a national of the Russian Federation. He claims that the State Party violated his rights under articles 7, 10 and 14 (1), (2) and (3) (b), (e) and (g) of the Covenant.

2.On 4 October 2022, the communication was registered.

3.On 9 December 2022, the State Party submitted its observations on admissibility and on 17 April 2023, it submitted its observations on the merits of the communication. On 24 July 2023, the observations were transmitted to the author for comment.

4.On 11 June 2024, the author was reminded to submit his comments on the State Party’s observations and was informed that, in the absence of a response, his communication might be discontinued.

5.On 17 July 2025, the Committee, in the light of the fact that it had received no response from the author, with whom it had lost contact, decided to discontinue its consideration of communication No. 4224/2022.
