Note by the Secretary-General
1.In conformity with article 72 (4) of the International Convention on the Rights of All Migrant Workers and Members of Their Families, the eighth meeting of the States parties to the Convention will be convened by the Secretary-General at United Nations Headquarters on Wednesday, 28 June 2017, for the purpose of electing seven members of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families from a list of persons nominated by States parties, to replace those whose terms are due to expire on 31 December 2017 (see section I). The names of persons nominated by States parties appear in section II. The names of the other seven members who will continue to serve on the Committee until 31 December 2019 appear in section III.
2.In accordance with the procedure set out in article 72 (3) of the Convention, the Secretary-General, in a note verbale dated 7 October 2016, invited the States parties to submit their nominations for the election of seven members of the Committee within five months. All the curricula vitae received by 31 March 2017 are included in the annex to the present document. Addenda to the present note will be issued for nominations received after the deadline of 31 March 2017.
3.In compliance with the provisions of article 72 (3) of the Convention, the Secretary-General has the honour to list below, in alphabetical order, the names of the persons nominated for election to the Committee, indicating the States parties which have nominated them. Biographical data of the persons nominated, as furnished by the States parties concerned, are contained in the annex to the present document.
4.In addition, in compliance with paragraph 12 of General Assembly resolution 68/268, the current situation with respect to the composition of the Committee, reflecting the balance in terms of geographical distribution and gender representation, professional background and different legal systems, as well as the tenure of current members, is contained in sections I and II of the present document. The biographical data of current members are available on the web page of the Committee (www.ohchr.org/EN/HRBodies/CMW/Pages/Membership.aspx).
5.In paragraph 13 of its resolution 68/268, the General Assembly encouraged States parties, in the election of treaty body experts, to give due consideration, as stipulated in the relevant human rights instruments, to equitable geographical distribution, the representation of the different forms of civilization and the principal legal systems, balanced gender representation and the participation of experts with disabilities in the membership of the human rights treaty bodies.

Current position/function
Principal specialist at the Office of the Rapporteur on the Rights of Migrants of the Inter-American Commission on Human Rights (IACHR) of the Organization of American States (OAS). Responsibilities include coordinating the work carried out by the Office to protect the human rights of migrants, asylum seekers and refugees, stateless persons, victims of trafficking in persons and internally displaced persons in the 35 member States of OAS.
Main professional activities
Monitoring situations related to the human rights of migrants, asylum seekers and refugees, people in need of additional protection, stateless persons, internally displaced persons and victims and survivors of trafficking in persons in the 35 member States of OAS. This involves: (1) coordinating and conducting visits from IACHR to countries in the Americas, including Mexico (2011 and 2015), the Dominican Republic (2013), the United States of America (2014) and Colombia (2015); (2) preparing thematic and country reports, as well as other technical inputs on the human rights situation for migrants in countries in the Americas; (3) helping to prepare legal inputs in cases relating to the rights of migrants and others in situations related to the movement of persons, as well as observations to be submitted by IACHR to the Inter-American Court of Human Rights; (4) IACHR focal point for States, civil society organizations and other international bodies, such as the Office of the United Nations High Commissioner for Refugees, the International Organization for Migration and the OAS Special Commission on Migration Affairs.

A lawyer by profession and training, a law practitioner and a respected diplomat for over thirty eight (38) years having served in our Embassies in Bonn, Germany, Washington, DC, U.S.A, Kuala Lumpur, Malaysia and Ottawa, Canada, he pursues campaigns to protect the welfare of migrant workers in international, regional, multilateral and bilateral conferences, symposia, seminars, dialogues, meetings, and fora around the world as Chairperson of CMW, speaker and resource person on migrant workers affairs and concerns, drawing on his background and experience as former Labour Minister, former Deputy Foreign Minister, former Ambassador to Malaysia and Canada, and having attended the sessions that adopted the UN Convention (CMW) in New York in 1988 to 1989; (Distinguished Alumnus Special Award for Public Service awarded by the Ateneo de Manila University in recognition as Chairperson of CMW, Ambassador to Canada and Malaysia and Former Labor Minister).

In my Public International Law, International Trade Law, and European Union Law classes, I have taught dedicated topics on the rights of migrant workers. Further, in my law and economic development work at the Center for International Development, we are currently examining the situation of migrant workers in Sri Lanka, in the context of the immigration regime, with a view of suggesting appropriate changes in the policies and regulatory frameworks.

President of the Council of the International Organization for Migration in the years 2001-2002 and gained both practical and conference experience pertaining to issues with regard to migration and protection of migrant workers. Deputy Head of Mission in the Embassy of Sri Lanka in Riyadh from 1989-1992 and observed first-hand, travails of the migrant worker population living in the Middle East. The first Chairperson of the Committee on Migrant Workers and held this post until 2008, during the initial formative stages of the Committee on Migrant Workers and leading the evolution and consolidation of working methods and procedures of the committee, as well as the advocacy of the Convention. Chair of the Meetings of the Chairpersons of Human Rights Treaty Bodies and Inter-Committee Meetings for the year 2004.
