The meeting was called to order at 10.10 a.m.

OPENING OF THE SESSION

The CHAIRPERSON declared open the twenty-sixth session of the Committee, which was also the first session of the twenty-first century and of the third millenium. The end of the previous century had been marked by numerous violations of human rights, in particular the rights of the child, and the vulnerability of children had increased over the last 20 years. In order to strengthen the legal provisions that existed but were still insufficient, a special session of the General Assembly devoted to children would be held in New York in September 2001. Its purpose would be to examine the progress accomplished over the last 10 years and to adopt plans and programmes calculated to serve the best interests of children. Issues relating to children would also be discussed at the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance and the second World Congress against Commercial Sexual Exploitation of Children. The results of those meetings would be very important for the Committee and would help it to monitor the implementation of the Convention in the various States parties. During the session, the Committee would consider nine country reports and would continue discussions on its first general comment on education.

SUBMISSION OF REPORTS BY STATES PARTIES (agenda item 3)

Mr. DAVID (Secretary of the Committee) said that, since the Committee’s previous session, initial reports had been received from Saint Vincent and the Grenadines and Niger. That brought the total number of reports received to 199, including 155 initial reports and 44 periodic reports. The Committee had considered 141 reports; 39 initial reports and 97 periodic reports due to have been submitted had still not been received.
