Addendum

1.In accordance with article 8 of the International Convention on the Elimination of All Forms of Racial Discrimination, the twenty-ninth meeting of the States parties to the Convention is to be held at United Nations Headquarters on 24 June 2021 for the purpose of electing nine members of the Committee on the Elimination of Racial Discrimination to replace those whose terms will expire on 19 January 2022.

2.The curricula vitae of the candidates whose nominations were received by 21 February 2021 are contained in document CERD/SP/84.

3.The annex to the present note contains the curricula vitae of three additional candidates whose nominations were received after 21 February 2021. Listed below are the names of those candidates, in the order in which their nominations were received, and the States parties that nominated them.

Chair of the National Engagement Strategy on land governance. Member of the Interministerial Committee for the Preparation of Initial and Periodic Human Rights Reports.

Community involvement:

Bureau member of the association Engagement Citoyen pour un Développement Durable (Citizen Engagement for Sustainable Development). Women, Gender and Development Programme Officer for the non-governmental organization Observatoire Togolais de la Décentralisation et de la Gouvernance à la Base (Togolese Observatory of Decentralization and Local Governance). Régine Esseneme (Cameroon)

Current position/function:

Senior Prosecutor, Commander of the National Order of Valour, performing the functions of Advocate General at the public prosecution department of the Supreme Court, having previously been Public Prosecutor at the Court of Appeal of the North.

Main professional activities:

The Public Prosecutor supervises and coordinates the administration of services provided by the public prosecution department and the four prosecution offices within the territorial jurisdiction of the Court of Appeal of the North, corresponding to the North region of Cameroon. His or her main task is to ensure the application of laws and regulations and the enforcement of court decisions.

Accordingly, I am responsible, with the cooperation of prosecutors, clerks and other officers placed at my disposal and under my authority, for:

supervising the criminal investigation officers and detectives acting within my jurisdiction

supervising prisons, including pretrial detention

supervising the activity of bailiffs and enforcement officers

As Advocate General at the Supreme Court, I am a member of the prosecution department that upholds the rule of law.

Educational background:

Diplôme d ’ études approfondies (postgraduate diploma) in law, covering criminal law, criminal procedure, civil law, civil procedure, labour law, personal and family law, commercial law, public law, public international law, private international law, business law, sociology, human rights and civil liberties.

Human rights in relation to HIV/AIDS, the fight against money-laundering; administrative writing practice and techniques; and gender-based budgeting.

Other main activities in the field relevant to the mandate of the Committee on the Elimination of Racial Discrimination:

Participated in the drafting of the annual report of the Ministry of Justice on the state of human rights in Cameroon and the periodic reports submitted to the human rights treaty bodies and the universal periodic review of the Human Rights Council; participated in the preparation of the State’s defence before the judicial and non-judicial mechanisms of the United Nations and the African Union.

Member of the delegation that presented the combined second and third and combined fourth and fifth periodic reports of Cameroon before the Committee on the Elimination of Discrimination against Women.

Member of the delegation that presented the combined fifteenth to eighteenth and combined nineteenth to twenty-first periodic reports of Cameroon before the Committee on the Elimination of Racial Discrimination.

Member of the Cameroonian delegation at the fifty-seventh and fifty-eighth sessions of the Commission on the Status of Women.
