1.The eleventh inter-committee meeting of the human rights treaty bodies will be held from 28 to 30 June 2010, pursuant to a recommendation of the chairpersons of the human rights treaty bodies made during their twenty-first meeting, held on 2 and 3 July 2009.

2.The present document contains the provisional agenda and annotations for the eleventh inter‑committee meeting.

4.Organizational matters.

5.Enhancing the effectiveness of the treaty bodies: a coordinated approach to thework of the treaty bodies:

(a)Preparation and analysis as a basis for lists of issues, including lists of issues prior to reporting (targeted/focused reports), taking into account the application of the common core document and the treaty-specific reporting guidelines;

(b)Harmonization of working methods.

Annotations

Item 1. Opening of the meeting and update on the implementation of the recommendations of the tenth inter-committee meeting

The meeting will convene at the United Nations Office at Geneva (Palais Wilson) on Monday, 28 June 2010, at 10 a.m. The meeting will receive an update on the implementation of the recommendations of the tenth inter-committee meetings, prior to the election of a new Chairperson and Vice-Chairperson.

Item 2. Election of officers

The meeting will elect aChairperson and a Vice-Chairperson.

Item 3. Adoption of the agenda

The meeting will adopt its agenda on the basis of the provisional agenda contained in the present document.

Item 4. Organizational matters

Under this agenda item, the meeting will consider and adopt a programme of work.

Item 5. Enhancing the effectiveness of the treaty bodies: a coordinated approach to the work of the treaty bodies:

(a) Preparation and analysis as a basis for lists of issues, including lists of issues prior to reporting (targeted/focused reports), taking into account the application of the common core document and the treaty-specific reporting guidelines.

Under this agenda item, the participants will discuss preparation and analysis as a basis for lists of issues, including lists of issues prior to reporting (targeted/focused reports), taking into account the application of the common core document and the treaty-specific reporting guidelines.

(b) Harmonization of working methods

Under this agenda item, the participants will discuss the working methods of treaty bodies, including coordination and possibilities for harmonization. The meeting will have before it the updated version of the report on the working methods of the human rights treaty bodies (HRI/MC/2010/2).

Item 6. Informal consultations with States parties

Under this agenda item, participants will meet with representatives of States. It is proposed that the topic of discussion during this informal consultation be the strengthening of support to and enhancing the effectiveness of the treaty bodies including through harmonization and simplification of their working methods, as well as the relationship of the treaty body system to the wide human right machinery of the United Nations, including the Human Rights Council. The Secretariat has, in consultation with the treaty bodies, prepared a specific and detailed agenda for the meeting.

Item 7. Joint meeting of the seventeenth meeting of special rapporteurs/representatives, experts and chairpersons of working groups of the special procedures with chairpersons and members of treaty bodies

ICM participants will meet with the special rapporteurs/representatives, experts andchairpersons of working groups, who have convened for their seventeenth meeting. The topic of discussion will be coordinated follow-up to the recommendations of special procedures mandate holders, treaty bodies and the universal periodic review mechanism of the Human Rights Council.

Item 8. Adoption of the report

Participants will adopt a report on their meeting, including conclusions and recommendations which will be transmitted to the twenty-second meeting of chairpersons of human rights treaty bodies, to be held in Brussels on 1 and 2 July 2010.
