Provisional annotated agenda and programme of work

Note by the Secretariat

1.The twentieth session of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families will be held at the United Nations Office at Geneva (Palais Wilson) from 31 March to 11 April 2014. The first meeting of the session will be convened on Monday, 31 March at 10 a.m.

2.The attached provisional annotated agenda and programme of work for the twentieth session of the Committee have been prepared by the Secretary-General in consultation with the Chairperson of the Committee, in accordance with rule 5 of the Committee’s provisional rules of procedure.

Annotations

1.Opening of the session

The representative of the Secretary-General will open the twentieth session of the Committee.

2.Solemn declaration by the newly elected members of the Committee under rule 11 of the provisional rules of procedure

In accordance with rule 11 of the provisional rules of procedure, each new member of the Committee elected at the Sixth Meeting of the States Parties to the Convention, held on 30 May 2013, will make the following solemn declaration before assuming his or her duties: “I solemnly declare that I will perform my duties and exercise my powers as a member of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families honourably, faithfully, impartially and conscientiously.”

3.Election of officers, according to rules 12 and 13 of the provisional rules of procedure

In accordance with article 75, paragraph 2, of the Convention and rule 14, paragraph 1, of the provisional rules of procedure, the Committee shall elect its officers for a term of two years. Pursuant to rules 12 and 13 of the provisional rules of procedure, the Committee shall elect from among its members a Chairperson, three Vice-Chairpersons and a Rapporteur.

Under rule 13 of the provisional rules of procedure, when there is only one candidate for election of one of its officers, the Committee may decide to elect that person by acclamation. Where there are two or more candidates for election as one of its officers, or where the Committee otherwise decides to proceed with a ballot, the person who obtains a simple majority of the votes cast shall be elected. Elections shall be held by secret ballot.

4.Adoption of the agenda

Under rule 6 of the Committee’s provisional rules of procedure, the first item on the agenda of any session shall be the adoption of the agenda, unless the election of officers is required under rule 12. In accordance with rule 7, the Committee may revise the agenda during a session and may, as appropriate, defer or delete items.

5.Organizational matters

Under this item, the Committee will consider its programme of work for the session as well as other issues relevant to the Committee’s business, including the dates for the future sessions of the Committee.

7.Consideration of reports submitted by States parties under article 73 of the Convention

At its twentieth session, the Committee will consider the initial report received from Uruguay (CMW/C/URY/1). It will also consider the second periodic reports of El Salvador (CMW/C/SLV/2), Mali (CMW/C/MLI/2) and the Philippines (CMW/C/PHL/2) under the simplified reporting procedure of the Committee. The Committee will adopt concluding observations on the implementation of the Convention by the above States parties. Under this procedure, the Committee will additionally adopt lists of issues prior to reporting for Cabo Verde, Guinea, Seychelles, Timor-Leste and Turkey. The Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families, at its fourteenth session in April 2011 (A/66/48, para. 26), established a simplified reporting procedure which consists in the preparation and adoption of a list of issues to be transmitted to the State party concerned prior to the submission of its report. The replies of the State party to the list of issues constitute its report under article 73, paragraph 1, of the Convention. A list of issues may also be transmitted to a State party in cases where the Committee decides to examine the implementation of the Convention in the absence of a report, in accordance with rule 31 bis of the provisional rules of procedure (A/67/48, para. 26).

The Secretary-General has informed the States parties concerned of the dates on which their reports are scheduled for consideration by the Committee, in accordance with the provisional programme of work (see annex).

8.Methods of work of the Committee

Under this item, the Committee will discuss its methods of work, harmonization of treaty body working methods and other issues arising out of the treaty body strengthening process.

9.Promotion of the Convention

Under this item, the Committee will discuss its involvement in and support for various events to continue promoting the Convention, including meetings with stakeholders, days of general discussion, general comments and other activities. On Monday, 7 April 2014, the Committee will commemorate the 10th anniversary of the entry into force of the Convention by holding a half-day general discussion.

10.Adoption of the annual report to the General Assembly

In accordance with article 74, paragraph 7, of the Convention, the Committee shall submit an annual report to the General Assembly on the implementation of the Convention. The report will cover the nineteenth and twentieth sessions of the Committee.
