Implementation of the International Convention on the Elimination of All Forms of Racial Discrimination

List of themes to be taken up in connection with the consideration of the thirteenth to sixteenth periodic reports of Qatar (CERD/C/QAT/13-16)*

The following is a list of themes identified by the Country Rapporteur in connection with the consideration of the thirteenth to sixteenth periodic reports of Qatar. The list is meant to guide the dialogue between the State party delegation and the Committee and does not require written replies. This is not an exhaustive list as other issues may also be raised in the course of the dialogue.

1.Data on the composition of the population:

(a)Ethnic composition of the population of the State party.

2.Legal and institutional framework, policy and programmes for the implementation of the Convention (arts. 1, 2, 4, 5, 6 and 7)

(a)Definition of racial discrimination in accordance with article 1 of the Convention;

(b)The National Human Rights Committee’s role in promoting the Convention and monitoring its implementation;

(c)Conformity of penal legislation against racial discrimination with article 4 of the Convention;

(d)Measures taken to ensure access to justice, and effective remedies, for the victims of racial discrimination, including provisions for legal aid to vulnerable groups;

(e)Number of complaints received by the Ministry of the Interior’s Human Rights Department in relation to racial discrimination, and the outcomes;

(f)The role of civil society in the elaboration of the report and in combating racial discrimination;

(g)Awareness of international human rights treaties, including the Convention, among the general public and law enforcement officials.

3.Challenges faced by non-citizens and naturalized citizens in the enjoyment of civil and political, and economic, social and cultural rights (art. 5)

(a)Conditions for the acquisition of citizenship;

(b)Status of the transmission of Qatari citizenship to children born to a Qatari mother and a non-citizen father;

(c)Deprivation of nationality of naturalized citizens and protections granted to families of persons deprived of their nationality;

(d)The right of naturalized citizens to vote and to stand for election;

(e)Situation of migrant workers, including domestic migrant workers,with regard tothe enjoyment of their economic, social and cultural rights without discrimination;

(f)Protection of migrant workers, particularly from various forms of abuse, including physical and sexual abuse;

(g)Enjoyment of human rights by stateless persons, refugees and asylum-seekers without discrimination.
