Note by the Secretary-General

The eleventh session of the Committee on the Rights of Persons with Disabilities will be held at the United Nations Office at Geneva from 31 March to 11 April 2014. The first meeting of the session will be convened on Monday, 31 March at 10 a.m.

In accordance with rule 8 of the rules of procedure and in consultation with the Chairperson of the Committee, the Secretary-General has prepared the attached provisional agenda for the eleventh session. Annotations to the provisional agenda are attached.

Pursuant to rule 29 of the rules of procedure, the meetings of the Committee shall be held in public, unless otherwise decided by the Committee.

The representative of the Secretary-General will open the eleventh session of the Committee on the Rights of Persons with Disabilities.

1.Adoption of the agenda

Under rule 9 of the Committee’s rules of procedure, the first item on the agenda of any session shall be the adoption of the agenda, unless the election of officers is required under rule 20. In accordance with rule 10, the Committee may revise the agenda during a session and may, as appropriate, add, defer or delete items.

2.Organizational matters

Under this item, the Committee shall consider matters concerning the organization of the current session, in particular the adoption of its programme of work, a draft of which is contained in the annex.

3.Report of the Chairperson on activities undertaken between the tenth and eleventh sessions of the Committee

Under this item, the Committee will hear the report of the Chairperson on activities undertaken between the tenth and eleventh sessions.

4.Adoption of the report of the tenth session of the Committee

Under this item, the Committee will adopt the report of the tenth session of the Committee.

5.Submission of reports by States parties under article 35 of the Convention

Under this item the Committee will be updated on the reports received from States parties under article 35 of the Convention. As of publication of the present agenda, the following initial reports have been received and are pending consideration by the Committee:

6.Consideration of reports submitted by States parties under article 35 of the Convention

At its eleventh session, the Committee will consider the initial reports received from the following States parties: Sweden, Azerbaijan and Costa Rica.

In pursuance of established practice and in conformity with rule 41 of the rules of procedure, the Secretary-General has informed the States parties concerned of the tentative dates on which their reports have been scheduled for consideration by the Committee. A schedule for the consideration of the reports submitted is set forth in the tentative programme of work annexed hereto.

7.Adoption of lists of issues on State party reports

The Committee will adopt lists of issues on initial reports.

8.Cooperation with other United Nations bodies, specialized agencies, organizations of persons with disabilities and other competent bodies

The Committee will discuss how to strengthen cooperation with United Nations bodies, specialized agencies, non-governmental organizations, including organizations of persons with disabilities and other competent bodies, in order to enhance the promotion and protection of the rights of persons with disabilities. Representatives of such organizations and bodies may seek to address the Committee under this item.

9.General comments and days of general discussion

The Committee will review the progress of work of the working groups established to draft the general comments decided by the Committee. To date, the Committee has decided to establish working groups on women with disabilities (art. 6), accessibility (art. 9) and legal capacity (art. 12). A working group on access to public transportation and airline policies was also established and will report to the Committee, but a general comment on the subject will not be prepared.

10.Methods of work of the Committee

Under this item, the Committee will further consider its working methods.

11.Future meetings

The Committee will be informed of any developments relating to its future meetings. It will also consider the organization of its future work.

12.Treaty body strengthening

The Committee will further consider the recommendations of the United Nations High Commissioner for Human Rights on the strengthening of the treaty bodies system, and will be informed on the developments of the intergovernmental process on the strengthening of the treaty bodies system.

13.Activities under the Optional Protocol

The Committee will consider the complaints submitted under the Optional Protocol to the Convention and the conduct of inquiries.
