Annotations
1.Adoption of the agenda
In accordance with rule 9 of its rules of procedure, the Committee on the Rights of the Child may revise the agenda and may, as appropriate, add, defer or delete items. Only urgent items may be added to the agenda.
The provisional agenda for the online, limited eighty-seventh session was prepared by the Secretary-General, in consultation with the Chair of the Committee, in accordance with rule 6 of the rules of procedure.
2.Organizational matters
The session will, exceptionally, be held online, from 17 May to 4 June 2021. The Committee emphasizes the exceptional nature of holding an online, limited session, due to the extraordinary circumstances of the coronavirus disease (COVID-19) pandemic, and that online sessions should not become the norm. The first meeting of the session will be convened on Monday, 17 May, at 12.30 p.m. Geneva time.
In accordance with rule 16 of the rules of procedure, the newly elected members of the Committee will make the following solemn declaration in an open meeting:
“I solemnly declare that I will perform my duties and exercise my powers as a member of the Committee on the Rights of the Child honourably, faithfully and conscientiously, and observe the principles of independence and impartiality of the human rights treaty bodies adopted by the Committee”.
In accordance with article 43 (9) of the Convention on the Rights of the Child and rules 17 and 20 of the rules of procedure, the Committee will elect, from among its members, officers for a term of two years.
In accordance with rule 39 of the rules of procedure, the meetings of the Committee will be held in public unless the Committee decides otherwise. Owing to the extraordinary circumstances, all meetings will be closed, except for the opening and closing of the session and the online review of two States parties (available on webtv.un.org).
Under the present item, the Committee will consider its programme of work for the session, as well as any other matters concerning the performance of its functions under the Convention.
3.Submission of reports of States parties
Reports received
Consideration of the reports that were scheduled for the session has been deferred to future sessions. In addition to those reports and the reports included in the provisional agenda for the previous session (CRC/C/86/1), the Secretary-General has received the following reports on the implementation of the Convention on the Rights of the Child:

Overdue reports
Under rule 71 of the rules of procedure, the Secretary-General is required to notify the Committee at each session of all cases of non-submission of reports. The full list of initial and periodic reports due under the Convention, the Optional Protocol on the involvement of children in armed conflict and the Optional Protocol on the sale of children, child prostitution and child pornography is available from http://tbinternet.ohchr.org/_layouts/TreatyBodyExternal/Countries.aspx.
4.Consideration of reports of States parties
The table below outlines a tentative timetable for the online consideration of reports at the eighty-seventh session, prepared by the Secretary-General in consultation with the Chair and subject to approval by the Committee.

Taking into account that no in-person meetings will be held during the session owing to the restrictions required by the ongoing COVID-19 pandemic, and that the Committee cannot review more than two States parties online because of time limitations, the Committee amended the provisional agenda for the session in accordance with rule 9 of its rules of procedure.
The consideration of the reports of the other States parties that were scheduled to be considered at the eighty-seventh session (Cyprus, Czechia, Eswatini, Poland and Tunisia) are deferred to future sessions of the Committee.
5.Cooperation with other United Nations bodies, specialized agencies and other competent bodies
The Committee will continue its discussion on how its cooperation with various relevant bodies could be further strengthened to enhance the promotion and protection of the rights of the child.
6.Methods of work of the Committee and treaty body strengthening process
The Committee will continue its discussion concerning the organization of its future work and the procedure to be followed in the consideration of reports of States parties and their follow-up. In particular, the Committee will discuss issues related to its methods of work, including that conducted online, and will continue its discussion on follow-up to the treaty body strengthening process and the 2020 review.
7.Activities of the Committee under the Optional Protocol to the Convention on the Rights of the Child on a communications procedure
The Committee will consider any communication and information it has received in relation to the Optional Protocol.
8.Day of general discussion
At its eighty-first session, the Committee decided that its next day of general discussion would focus on the rights of children in alternative care. The discussion will be held over two half days, on 16 and 17 September 2021, during the eighty-eighth session of the Committee at the United Nations Office at Geneva. 9.General comments
At its eighty-sixth session, the Committee adopted its new general comment dedicated to children’s rights in relation to the digital environment.
10.Future sessions
The Committee will be informed of any developments relating to the schedule of its future sessions.
11.Other matters
Members will discuss any other matters relating to the work of the Committee, as considered necessary.
