OPTIONAL PROTOCOL ON THE INVOLVEMENT
OF CHILDREN IN ARMED CONFLICT
List of issues to be taken up in connection with the consideration of
the initial report of Timor-Leste (CRC/C/OPAC/TLS/1)
The State party is requested to submit in written form additional and updated information, if possible, before 23 November 2007 .
1.Please inform the Committee whether opportunities to more explicitly assign legal status to the Optional Protocol, for example in the Children’s Code or in the FALINTIL- (FDTL) Organic Law, as envisaged in the State party’s report, have been further explored, and whether Timor-Leste considers making the recruitment, by armed groups, of a person under the age of eighteen years a crime.
2.Please provide information on the human rights education provided to members of the FALINTIL-FDTL, including with regard to the provisions of the Optional Protocol.
3.Please provide information on how the age of recruits for military service is verified if candidates are not in possession of a UNTAET ID card.
4.Please inform the Committee whether the State party considers compensating or otherwise assisting former child soldiers recruited by FALINTIL, bearing in mind that demobilized child soldiers do not seem to have benefited from assistance provided within the framework of the FALINTIL Reinsertion Assistance Programme (FRAP). Please also inform the Committee on measures taken, following the CAVR process, to assist former child members of Indonesian militia who returned to Timor-Leste to reintegrate in society.

5.Please update the information provided in connection with the State party’s efforts to constructively engage the broad range of martial arts groups across the country.
