List of themes to be taken up in connection with the consideration of the fifth to seventh periodic reports of Kyrgyzstan (CERD/C/KGZ/5-7)

Summary

The Committee on the Elimination of Racial Discrimination at its seventy-sixth session decided (A/65/18, para. 85) that the Country Rapporteur will send to the State party concerned a short list of themes with a view to guiding and focusing the dialogue between the State party’s delegation and the Committee during the consideration of the State party’s report. The following is a list of themes in connection with the consideration of the above-mentioned periodic reports. It does not require written replies. This is not an exhaustive list as other issues will be raised in the course of the dialogue.

1.Ethnic conflicts (arts. 2, 5, 6)

(a)Root causes;

(b)Short-term and long-term measures to eliminate them;

(c)Ethnic clashes at Osh and Jalal-Abad in June 2010: situations of persons prosecuted (convictions, condemnations and detentions);

(d)Steps taken to establish a working group reforming the armed forces, police bodies, security forces, prosecutor services and the judiciary following the Decision of the Parliament of June 2012.

2.Situation of ethnic and minority groups (arts. 2 to 7)

(a)Under-representation of ethnic minorities in the Parliament and other State bodies in proportion to their number in the population of the State party (CERD/C/KGZ/CO/4, para. 11; CERD/C/KGZ/5-7, paras. 91-102);

(b)Situation of minorities with regard to education and cultural rights (schools, languages, publications, cultural institutions, facilities) (CERD/C/KGZ/CO/4, para. 14; CERD/C/KGZ/5-7, paras. 153-182);

(c)Measures to establish a national preventive mechanism to guarantee the rights of minorities.

3.Human rights education

(a) Information on human rights education for the population, law enforcement officials, politicians, judges, prosecutors, including on non-discrimination based on race, origin, religion, sex or another status (CERD/C/KGZ/CO/4, para. 15);

(b)Human rights education in schools curricula.
