Annotations
1.Solemn declaration by the newly elected members of the Committee
In accordance with rule 14 of the rules of procedure, new members of the Committee shall make the following solemn declaration:
“I solemnly declare that I will perform my duties and exercise my powers as a member of the Committee on the Rights of Persons with Disabilities honourably, faithfully, impartially and conscientiously.”
2.Election of the Chair and other officers of the Committee
In accordance with rule 15 of its rules of procedure, the Committee shall elect from among its members a Chair, three Vice-Chairs and a Rapporteur. In accordance with rules 16 and 17, the officers of the Committee shall be elected for a term of two years and elections shall be held by secret ballot, unless the Committee decides otherwise in the case of an election to fill a place for which there is only one candidate.
3.Adoption of the agenda
Under rule 9 of the Committee’s rules of procedure, the first item on the provisional agenda of any session shall be the adoption of the agenda, unless the election of officers is required under rule 20. In accordance with rule 10, the Committee may revise the agenda during a session and may, as appropriate, add, defer or delete items.
The provisional agenda for the twenty-eighth session was prepared by the Secretary-General, in consultation with the Chair of the Committee, pursuant to rule 8 of the rules of procedure.
4.Organizational matters
The twenty-eighth session of the Committee will be held at the United Nations Office at Geneva, in Room XVI at the Palais des Nations, from 6 to 24 March 2023. The 1st meeting of the session will be convened on Monday, 6 March, at 10 a.m. A representative of the Secretary-General will open the session.
Pursuant to rule 29 of the rules of procedure, the meetings of the Committee shall be held in public, unless otherwise decided by the Committee.
The Committee will consider matters concerning the organization of the twenty-eighth session, in particular the adoption of its programme of work.
5.Report of the Chair on activities undertaken between the twenty-seventh and twenty-eighth sessions of the Committee
The Committee will consider the report of the Chair on activities undertaken between the twenty-seventh and twenty-eighth sessions.
6.Submission of reports by parties to the Convention under article 35
The Committee will be updated on the reports received from parties to the Convention under article 35. As at the time of issuance of the present provisional agenda, the following reports had been received and were pending consideration by the Committee:

7.Consideration of reports submitted by parties to the Convention under article 35
At its twenty-eighth session, the Committee will consider the initial reports of Angola, Georgia and Togo and the combined second and third periodic reports of Argentina, Peru and Tunisia.
In pursuance of established practice and in conformity with rule 41 of the rules of procedure, the Secretary-General has informed the parties concerned of the tentative dates on which their reports have been scheduled for consideration by the Committee. A schedule for the consideration of the reports will be set forth in the tentative programme of work, which will be made available on the web page of the Committee.
8Cooperation with other United Nations bodies, specialized agencies, organizations of persons with disabilities and other competent bodies
The Committee will discuss how to strengthen cooperation with United Nations bodies, specialized agencies, non-governmental organizations, including organizations of persons with disabilities, and other competent bodies in order to enhance the promotion and protection of the rights of persons with disabilities, including the empowerment and promotion of the rights of women and girls with disabilities. Representatives of such organizations and bodies may seek to address the Committee.
9.General comments
The Committee will continue its work on drafting a general comment on article 11 of the Convention, on situations of risk and humanitarian emergencies, including holding a day of general discussion.
10.Methods of work of the Committee
The Committee will consider its methods of work.
11.Activities under the Optional Protocol to the Convention
The Committee will consider the communications submitted under the Optional Protocol to the Convention. It will also consider matters related to inquiries under the Optional Protocol.
12.Future meetings
The Committee will be informed of any developments relating to its future meetings. It will also consider its future organization of work.
13.Other matters
Members will discuss any other matters relating to the work of the Committee, as considered necessary.
14.Adoption of the report on the twenty-eighth session
Pursuant to rule 38 bis of its rules of procedure, the Committee may consider and adopt the report on its twenty-eighth session.
15. Adoption of the biennial report (20 21– 202 2 ) to the General Assembly and to the Economic and Social Council
Under this item, the Committee will adopt its biennial report to the General Assembly and to the Economic and Social Council.
