1.In accordance with articles 30, paragraph 4, and 32 of the International Covenant on Civil and Political Rights, the thirty-second meeting of States parties to the Covenant will be convened by the Secretary-General at United Nations Headquarters on Thursday, 6 September 2012.

2.The curricula vitae of 11 candidates received by 26 June 2012, two candidates received after 26 June 2012 and one candidate received on 23 July 2012 are reproduced in documents CCPR/SP/81 and Add.1–2.

3.Attached in the annex to the present document is the curriculum vitae of the candidate proposed by Mali on 28 August 2012.

1994 – Member and rapporteur of the United Nations impartial Commission of Experts on Rwanda, established pursuant to Security Council resolution 935 (1994) to examine information on the grave violations of international humanitarian law committed in the territory of Rwanda, including the evidence of possible acts of genocide

Appointed by the Secretary-General of the United Nations on 26 July 1993 on the basis of the criteria set out in report S/1994/879 of 26 July 1994 to the Security Council, that is: the professional qualifications of the members of the Commission in the areas of human rights, humanitarian law, criminal law and prosecution, as well as their integrity and impartiality

Participated actively over four months (August to November 1994) in information analysis and field missions to Rwanda and some neighbouring countries

Helped to analyse the legal aspects of issues related to individual criminal responsibility and appropriate jurisdiction in the case of Rwanda

Contributed substantially to the drafting of the interim and final reports of the Commission of Experts on the genocide in Rwanda submitted to the United Nations Security Council and published as documents S/1994/1125 of 4 October 1994 and S/1994/1405 of 9 December 1994
