ELECTION OF THE FIVE MEMBERS OF THE COMMITTEE ON THEPROTECTION OF THE RIGHTS OF ALL MIGRANT WORKERSAND MEMBERS OF THEIR FAMILIES TO REPLACE THOSE WHOSE TERMS WILL EXPIRE ON 31 OCTOBER 2007

Note by the Secretary‑General

1.In pursuance of article 72, paragraph 4, of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the Third Meeting of States Parties to the Convention will be convened by the Secretary‑General at United Nations Headquarters on 6 December 2007 to elect five members of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families to replace those whose terms are due to expire on 31 December 2007 (see annex I). The names of the other five members who will continue to serve on the Committee until 31 December 2009 appear in annex II.

2.In accordance with article 72, paragraph 3, of the Convention, the Secretary‑General, in a note verbale dated 9 July 2007, invited the States parties to submit their nominations for the election of five members of the Committee by 30 September 2007. Listed below in alphabetical order are the nominees, with the States parties which have proposed them indicated in parenthesis:

Current position/function

Researcher and lecturer, College of Mexico, specializing in the areas of international migration, population and development, and economic integration. Also national researcher with Mexico’s National Research System, level III, from 1985 to date.

Main professional activities

Member of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families, Office of the United Nations High Commissioner for Human Rights, since 2004. Member of the External Evaluation Committee of the Colegio de la Frontera Norte and member of the Consultations Board of the National Migration Institute of Mexico since 2003. Awarded the National Demographics Prize in recognition of his distinguished career.

Also a member of the Mexican Demographics Society and other relevant national and international professional associations, including the Population Reference Bureau and the Associate Programme, Inter‑American Dialogue.

Author of many studies and publications on international migration, Mexican migration policies, population and development. Most recent publications include the following books: Migration in an interconnected world: New directions for action, published in 2005, and Las migraciones internacionales, published in 2001 by the National Council for Culture and the Arts. In the context of Mexico‑United States relations, he wrote the book México ‑ Estados Unidos ‑ Canadá 1995 ‑ 1996, published in 1997 by the College of Mexico.

Main professional activities

I head one of the government departments that monitors El Salvador’s international commitments in the social, environmental and cultural fields and the social issues related to Salvadoran foreign policy. We are in charge of monitoring migration and everything related to migration and management policies, migrants’ human rights, combating migrant smuggling and people trafficking, and the links between migration and development. We also represent our country in the various regional and international forums on the subject, such as the Regional Conference on Migration, the Global Forum on Migration and Development and the Tuxtla Mechanism.
