While noting that under the Code of Criminal Procedure (Act No. 17/1960) the legal system affords every person the opportunity to seek reparation through courts for damage caused by an offence, the Committee remains concerned at the continued absence of a specific programme to implement the rights of victims of torture and ill-treatment to receive adequate reparation and compensation.
