儿童权利委员会关于其工作方法的建议所涉的方案预算
1. 儿童权利委员会是根据《儿童权利公约》第43条设立的，其任务是通过审查缔约国定期提交的报告，监督《儿童权利公约》以及《儿童权利公约关于买卖儿童、儿童卖淫和儿童色情制品问题的任择议定书》和《儿童权利公约关于儿童卷入武装冲突问题的任择议定书》的落实工作。目前共有192个国家加入了《公约》，62个国家加入了关于贩卖儿童问题的任择议定书，59个国家加入了关于儿童卷入武装冲突问题的任择议定书。儿童权利委员会由18名委员组成。它目前每年在日内瓦举行三届会议，每届会议为期3周。每届会议大约二、三个月之前，一会前工作组也在日内瓦举行为期一周的会议。2004-2005两年期方案预算草案编列了儿童权利委员会所需的资源。
委员会目前每届会议审议9个缔约国的报告，每年共审议27个缔约国的报告。47个缔约国提交的报告正待委员会审查。13个缔约国未按《公约》的要求提交初次报告，100个缔约国未按《公约》的要求提交第二次定期报告，这些报告均已逾期。自2004年1月起，国家将根据《公约》的两项任择议定书的要求开始提交报告。
委员会对尚有大量缔约国报告有待审议以及这些报告将过期表示关注。为鼓励缔约国及时提交报告，委员会请大会：
批准委员会关于其第三十七届会议会前工作组自2004年10月起和第三十八届会议会前工作组自2005年1月起以两个平行分组在最初两年期间审查报告的决定。在委员会第四十三届会议(2006年秋季)之前，将采用由两个分组审议报告的制度，初步为期两年。委员会第四十三届会议将进行评估，以确定是否继续实行此项制度。
2. 所需的人事开支和会议服务设施总概算为4,122,181美元：2004年为651,960美元，2005年为3,470,221美元。
3. 2004-2005年方案预算草案未编列这些活动预算，预计也不会调用现有资金来提供这些活动资金。
