Addendum

1.In conformity with article 72 (4) of the International Convention on the Rights of All Migrant Workers and Members of Their Families, the ninth meeting of the States parties to the Convention will be convened by the Secretary-General at United Nations Headquarters on Monday, 10 June 2019, for the purpose of electing seven members of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families from a list of persons nominated by States parties, to replace those whose terms are due to expire on 31 December 2019.

2.The curricula vitae of the eight persons whose nominations were received by 31 March 2019 are contained in document CMW/SP/19.

3.The annex to the present note contains the curricula vitae of two additional candidates, who were nominated by Burkina Faso and El Salvador after 31 March 2019.

Myriam Poussi (Burkina Faso)

Current position/function

Special adviser to the Minister of Foreign Affairs and Cooperation of Burkina Faso – analysis of specific topics as requested by the Minister in legal areas, notably human rights and international humanitarian law.

Main professional activities

Monitors the coordination, negotiation and implementation at the national level of agreements and treaties ratified by Burkina Faso, in particular in the area of human rights; contributes to the coordination, drafting and presentation of reports to the treaty bodies and regional African human rights bodies; deals with issues relating to the rights of internally displaced persons, refugees and migrants.

Previously:

•Member of the Committee on Migrant Workers (2008–2013);

•Human rights expert at the Permanent Mission of Burkina Faso in Geneva (2013–September 2018) with responsibility for humanitarian affairs.

•Human Rights Council, including universal periodic review and special procedures;

•Treaty bodies;

•General Assembly Third Committee;

•Director of Studies, courses on human rights protection mechanisms.

Educational background

•Master’s degree in international and European fundamental rights law (Nantes, France);

•Member of the judiciary, Diploma, National School of Administration and the Judiciary (Ouagadougou/Burkina Faso);

•Diploma in Specialized Higher Studies in business law;

•Master’s degree in law.

Current position/function

•Executive Director, Grupo de Monitoreo Independiente de El Salvador (GMIES – El Salvador Independent Monitoring Group);

•Technical Secretary for the 11 countries of the Red Regional de Organizaciones Civiles para las Migraciones (RROCM – Regional Network of Civil Organizations for Migration);

•Member, National Council for the Protection and Advancement of Migrants and Their Families (CONMIGRANTE);

•Civil society representative and migration expert, Citizens’ Council for follow-up of the Five-Year Plan of the Office of the President, El Salvador.

Main professional activities

•GMIES: promotion and defence of the labour rights of migrant and national workers in the Meso-American region; encouraging dialogue between social agencies, States and the private sector with a view to coordinating action in support of the rights of migrant workers;

•RROCM: contact person and facilitator of direct dialogue between civil society organizations and the 11 States members of the Regional Conference on Migration (CRM), on issues of consular protection, human smuggling and trafficking, and migrant children;

•CONMIGRANTE and the Citizens’ Council: analysis and monitoring, from a civil society standpoint, of all action on migrants and their families taken by the State of El Salvador. Active involvement in those actions, promoting shared responsibility between government, social and private actors.

Other main activities in the field relevant to the mandate of the Committee on Migrant Workers

•GMIES and CONMIGRANTES: coordination of follow-up to the recommendations of the Committee on Migrant Workers and, on that basis, preparation of a plan to respond to the Committee’s concerns. The Ministry of Foreign Affairs played a key role in the response to the concerns, the results of which will be seen during consideration of the country’s next report;

•GMIES: has helped raise awareness of the United Nations system in social organizations and government institutions throughout Central America, notably by running training courses in various countries;

•Has prepared a handbook on international litigation in labour disputes in which the United Nations system and the regional system are described;

•Has acted as facilitator in the preparation of shadow reports on countries being considered by treaty bodies;

•Former member of the Citizens’ Council of the National Migration Institute, Mexico.

•First degree in Media Studies, Central American University “José Simeón Cañas”;

•Master’s degree in Politics and Educational Evaluation (ongoing), Central American University “José Simeón Cañas”;

•Diploma in international litigation for the protection of labour rights, International Labour Organization (ILO) and GMIES;
