The public part of the meeting was called to order at 10.15 a.m.

Report of the Committee to the General Assembly at its sixty-fifth session (CERD/C/77/CRP.1 and Add. 1-11, CERD/C/77/CRP.2 and Add . 1-5)

Chapter I.Organizational and related matters

Chapter I was adopted.

Chapter II.Prevention of racial discrimination, including early warning and urgent action procedures

Mr. Diaconu (Rapporteur) said that chapter II of the report would refer to the requests for information sent to the Governments of Nigeria and Kyrgyzstan.

Chapter II was adopted o n that understanding .

Chapter III.Consideration of reports, comments and information submitted by States parties under article 9 of the Convention

Chapter III was adopted.

Chapter IV.Follow-up to the consideration of reports submitted by States parties under article 9 of the Convention

Mr. Diaconu (Rapporteur) said that a new paragraph would be added at the end of the chapter stating that, at its seventy-seventh session, the Committee had considered follow-up reports from the Governments of Chile, Montenegro and the Russian Federation.

Chapter V.Review of the implementation of the Convention in States parties the reports of which are seriously overdue

Chapter VI.Consideration of communications under article 14 of the Convention

Chapter s V and VI were adopted.

Chapter VII.Follow-up to individual communications

Mr. de Gouttes (Rapporteur for follow-up to opinions) said that a further communication should be added to the table in chapter VII, namely communication No. 43/2008 (Saada Mohammad Adan v. Denmark).

Chapter VII was adopted on that understanding .

Chapter VIII.Consideration of copies of petitions, copies of reports and other information relating to Trust and Non-Self-Governing Territories to which General Assembly resolution 1514 (XV) applies, in conformity with article 15 of the Convention

Chapter IX.Action taken by the General Assembly at its sixty-fourth session

Chapter s VIII and IX were adopted.

Chapter X.Follow-up to the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance and the Durban Review Conference

Mr. Diaconu (Rapporteur) said that the chapter would include an account of the meeting with the Chairperson of the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action.

Chapter X was adopted on that understanding .

Chapter XI.Thematic discussions and general recommendations

Following comments by Mr. Murillo Martínez and Ms. Dah, Mr. Diaconu (Rapporteur) suggested that the chapter should recall General Assembly resolution 64/169 on the celebration of the International Year for People of African Descent in 2011 and reflect the Committee’s subsequent confirmation of its decision at its seventy-sixth session to focus its next thematic debate on the issue of racism, racial discrimination, xenophobia and related intolerance against persons of African descent.

Chapter XI was adopted o n that underst anding.

Chapter XII.Working methods of the Committee

Mr. Diaconu (Rapporteur) said that the chapter would reflect the Committee’s request for one additional week of meeting time from 2012. An additional week had already been granted for 2011.

In practice, the additional week requested was likely to be granted only for the biennium 2012–2013.

The chapter would also reflect the Committee’s decision to hold an informal meeting with non-governmental organizations at the beginning of each week of its future sessions, in relation to the periodic reports to be considered during the week in question.

Annex I.Status of the Convention

Ms. Dah pointed out that Estonia had made the declaration under article 14, paragraph 1, of the Convention, on 21 July 2010, bringing the total number of States parties that had made the declaration to 54. Annex I should be amended accordingly.

Annex VI.Country Rapporteurs for reports of States parties considered by the Committee and for States parties considered under the review procedure at the seventy-sixth and seventy-seventh sessions

Ms. Dah said that Swaziland should be added to the list of States parties which had been scheduled for review, but in respect of which the review had been cancelled or postponed.

Mr. Amir said that Malawi should also be added to the list.

Annex VI was adopted on that understanding.

Annex VII.List of documents issued for the seventy-sixth and seventy-seventh sessions of the Committee.

Annex VII was adopted.

The draft report of the Committee to the General Assembly at its sixty-fifth session as a whole, as amended, was adopted.

Mr. Amir reminded the Committee that it had been agreed to contact the authorities of the Lao People’s Democratic Republic under the early warning and urgent action procedures. The country had no Permanent Mission in Geneva.

Ms. Dah suggested that the Chairperson, who would be attending the General Assembly in New York, should contact the Lao Permanent Mission there.

It was so decid ed.
