执行儿童权利委员会关于其工作方法的决定所涉的方案预算问题

1. 兹根据暂行议事规则第26条，为委员会第三十七届编写执行委员会第三十四届会议通过的关于其工作方法的决定所涉的方案预算问题的说明如下。 a

2. 儿童权利委员会目前每年在日内瓦举行三届会议，每届会议为期3周。每届会议大约二、三个月之前，一会前工作组也在日内瓦举行为期一周的会议。2004-2005两年期方案预算草案编列了儿童权利委员会所需的资源。委员会目前每届会议审议9个缔约国的报告，每年共审议27个缔约国的报告。57个缔约国提交的报告正待委员会审议，13个缔约国未按《公约》的要求提交初次报告，100个缔约国未按《公约》的要求提交第二次定期报告，这些报告均已逾期。自2004年1月起，国家将根据《公约》的两项任择议定书的要求开始提交报告。

3. 委员会对尚有大量缔约国报告待审议以及这些报告提供的资料将过时表示关注。为鼓励缔约国及时提交报告，委员会第三十四届会议于2003年10月决定自2005年1月第三十八届会议起以两个平行分组审议报告，并请大会批准这项决定。已适当就本决定编制了所涉方案预算问题的说明，提请委员会注意。 b

4. 委员会第三十七届会议重申其决定，并同意自订于2005年10月3日至7日举行的会前工作组第四十一届会议起执行这项决定。2006年期间，委员会三周会议中有两周将以两个平行工作组开会，而会前工作组为期一周的会议将完全以平行工作组开会。

5. 所需的人事开支(一般临时助理人员将征聘一名专业人员(P-3)和一名一般事务级工作人员，为期12个月，以协助处理积压的工作)、会议事务和支助费用概算总计2005年为702,206美元，2006年为4,115,242美元，分列如下：
