Note by the Secretary-General

1.In conformity with articles 30, paragraph 4, and 32 of the International Covenant on Civil and Political Rights, the 25th meeting of States parties to the Covenant will be convened by the Secretary-General at United Nations Headquarters on Thursday, 7 September 2006, for the purpose of electing nine members of the Human Rights Committee from a list of persons nominated by States parties (annex I) to replace those whose terms are due to expire on 31 December 2006(annex II). The names of the other nine members who will continue to serve on the Committee until 31 December 2008 appear in annex III.

2.In accordance with article 30, paragraph 2, and article 34 of the Covenant, the Secretary‑General, in a note verbale dated 17 February 2006, invited the States parties to submit, in conformity with article 29 of the Covenant, their nominations for the election of nine members of the Committee within three months, i.e. by 17 May 2006. In a similar note verbaledated 10 April 2006, the Secretary-General invited a new State party to submit its nominations within three months, i.e. by 10 July 2006.

3.Annex IV contains the curricula vitae of the persons whose nominations had been received by the secretariat respectively by the end of day, 17 May 2006. Nominations received after this date will be issued in addenda to the present document.

Abdelfattah AMOR

Born in 1943, entered university in 1970 where he has gone through the different steps to become today Emeritus Professor.

As a specialist of Public Law and political sciences, he has been teaching International Law, International Relations, Constitutional Law and Political Sciences, Human Rights and Administrative Law.

Amongst other things, he has been teaching as an invited or associate professor in several Universities notably in Africa, Eastern and Western Europe.

Prof. Amor has presided over numerous recruitment juries in relation to public law professors. He has had many academic responsibilities, such as Dean of the Facultyof Law of Tunis which at the end of his mandate gave him the title of Honorary Dean. Prof. Amor is currently President of The International Academy of Constitutional Law.

With regards to the United Nations, Prof. Amor was elected as member of the United Nations Human Rights Committee first in 1998 and again in 2002, he was Vice-President of the Committee from 1999 to 2003 and President between 2003 and 2005.

At the same time, he was Special Rapporteur of the United Nations Commission on Human Rights on Freedom of Religion or Belief. Within this activity, he has presented 37 reports to the Commission and to the General Assembly. He has conducted numerous studies pertaining to international law such as “Women, traditions, religions”, “Education and Tolerance”, “Religious discriminations and racial discriminations: Aggravated Discriminations”.

Prof. Amor participated in 1993 in the Vienna Conference on Human Rights and in 2001 in the Durban Conference against Racism. For the above two Conferences, he was involved in terms of their preparations and their outcome. Above all, he has organized and presided the United Nations Consultative Conference on Education and fight against discrimination and intolerance based on religion or belief. This Conference was held in 2001 in Madrid. From 1992 to 1995, Prof. Amor took part in the United Nations Sub-Commission on the Promotion and Protection of Human Rights.

Prof. Amor has contributed on several occasions to UNESCO where he presides the Human Rights Prize Jury. He has contributed as well to the OIF where he was member of the Bureau of the Conference of Law Faculties Deans using totally or partially the French language (1987-2002), he was a member as well of the “Fundamental Rights Network” Bureau (1993-2003).

At the African level, Prof. Amor has contributed, as expert, to the evolution of the Organization of African Unity to the African Union.

Besides his international activities, Prof. Amor has, at the Arab level, been an expert for the League of Arab States, in charge of an amendment project to the League Pact (1979-1982). He contributed in 1975 to the creation of the Arab Jurists Union. In 1991, he organized the first Conference of the Arab Law Faculties Deans concerning human rights teaching. He actively contributes to the scientific activities of Human Rights Arab Institute. He has, in addition, created or participated to the creation of a number of academic or scientific societies in the Maghreb Region.

At the national level, Prof. Amor has run a number of academic and scientific activities. Furthermore, he acted as a member of the Constitutional Council (1987-1992) and President of the Tunisian Association of Constitutional Law (1982-2005).

Among his publications, Prof. Amor is the author of “Relationships between constitutional and international Law”, “Constitutional Law and Political Institutions”, “Amendment to the Arab League Pact”, “Islam and Human Rights”, “Studies on Tolerance”, “The universal Suffrage”, “The Democratic Changes in Africa”, “International Law and Religions”, “Arab legality, Islamic legality and international legality”, “The International Criminal Court”, “the International Tribunal for the Law of the Sea”. He is also the author of about a hundred articles and studies on other subjects of international law, constitutional law and human rights. Prof. Amor is the Editor of Lectures of the International Academy of Constitutional Law.

Prof. Amor has received two national decorations (Order of the Republic and Order of Educational Merit), one national prize (National Human Rights Prize, 1998), one decoration from Spain (Civic Merit Order) and several decorations and academic awards from foreign universities and institutions.

Prafullachandra Natwarlal BHAGWATI

Justice P.N. Bhagwati is one of the most distinguished jurists of India since its independence. He presided over the Supreme Court of India as its Chief Justice until his retirement. Under his leadership the Indian Supreme Court has developed comprehensive human rights jurisprudence for India. He, through creative interpretation, expanded the reach and context of human rights embodied in the Constitution. He developed the strategy of Public Interest Litigation with a view to making human rights meaningful for the large masses of poor and disadvantaged people. This is a strategy which has won admiration in many common law jurisdictions.

Justice Bhagwati is closely connected with a large number of NGOs, both in India and outside, and has been motivating and inspiring grass-roots human rights and development NGOs. He has organized a number of judicial colloquia in different parts of the Commonwealth on “Domestic Application of International Human Rights norms” for judges in the Commonwealth. He has also promoted and participated in numerous workshops of lawyers and judges on the subject of human rights organized by NGOs and was Chairman of the World Congress on Human Rights held in New Delhi in December 1990.

He has been a member of the Committee of Experts of the ILO since 1987. He has been the Chairman and Vice-Chairman of the United Nations Human Rights Committee, and is currently a Member. The United Nations High Commissioner for Human Rights had taken him as Regional Adviser for the Asia Pacific Region. He has also carried out several missions for the United Nations Centre for Human Rights, the Commonwealth Secretariat, and the International Commission of Jurists. His services have been utilized by several countries, including Mongolia, Cambodia, Nepal, Ethiopia, and South Africa in framing their Constitutions and particularly the chapters on human rights. He was a member of the Goldstone Commission of Inquiry in South Africa. He was also involved in finalizing the draft manual for training of judges in human rights prepared by the Office of the High Commissioner for Human Rights.

Justice Bhagwati has been particularly active in the area of women’s rights. He has been the moderator and the main resource person for at least three judicial workshops of women judges for domestic application of international human rights norms in the jurisprudence of women’s rights, one in Victoria Falls for African judges, the other in Hong Kong for Asia Pacific judges and the third in Guyana for Caribbean judges. He presided over the Peoples Tribunal for Violence against Women at the Vienna Human Rights congress. This Tribunal was organized by International Women NGOs.

He has been responsible for a considerable amount of work in the field of human rights and development among tribals, particularly tribal women in South and East India, and has provided leadership to the NGO, AWARE, in making 6,000 villages self-reliant. He is a household name amongst the poor and underprivileged sectors of Indian society.

Justice P.N. Bhagwati was responsible for making a large number of innovations with a view to providing access to justice to the poor and disadvantaged. He enlarged the doctrine of locus standi before the Supreme Court and the High Courts for vindicating the individual and collective rights of those who were denied access to justice on account of poverty or social or economic disability.

He at the same time worked successfully to build up an elaborate legal aid programme. He is widely regarded as the originator of India’s legal aid programme, including setting up of legal aid camps in rural areas, working with NGOs, establishing legal aid clinics etc.

Numerous documentaries have been made on him and his work including one where he is one of six outstanding Indians on whose life the Indian TV has done a profile. He has been the most visible member of India’s Judiciary since independence. His reputation and his impact, through his judicial and legal aid work, is so enormous that the public response has been quite phenomenal, e.g., a village where the tribal people benefited from his judgement, renamed the village after him calling it BHAGWATI PURAM.

He has championed the cause of workers and labourers. His thought provoking judgements on bonded and unorganized labour and child labour have resulted in various legislations and government schemes in improving their social and economic conditions. He is also involved in the programme of sustainable development and has been responsible for developing poverty jurisprudence in India.

His services have also been availed of by the United Nations High Commissioner for Refugees. He was the Chairman of Eminent Persons Group for Study of questions relating to refugees in South Asia.

He has also been a member of the Permanent Court of Arbitration at The Hague. He was also a member of the International Mediation Team with Henry Kissinger and Lord Carrington for mediation between Inkatha and ANC before the elections in South Africa. He was also a Member of the International Advisory Council of the World Bank for Legal and Judicial Reforms.

He is presently a member of the Human Rights Committee under the International Covenant on Civil and Political Rights of the United Nations. He is also the Honorary Fellow of the American Academy of Arts and Sciences. He is also the Honorary Member of the Association of the Bar of the City of New York.

He is Chancellor of the Hyderabad University.

He is also Chancellor of Shri Lal Bahadur Shastri Rashtriya Sanskrit Vidyapeeth.

Roberto MEJÍA TRABANINO

Mr. Mejía Trabanino graduated in International Relations at the Universidad Nacional Autónoma de México and joined afterwards the Universidad de El Salvador. He worked as a university professor of International Relations. He worked at the General External Policy Division of the Ministry for Foreign Affairs of El Salvador as Director of the Human Rights Division, Director General, Director of International Organisations and in the area of Central America. He is a Career Ambassador and member of the board of examiners for the admissions to the Diplomatic Career. Between 1982 and 1984 he carried out Diplomatic posts in Mexico and Honduras.

Presidential Committee member for the Human Rights in 1994 and Representative of El Salvador 1996-1997, at the Committee of Independent Experts of the Programme for the Promotion of the Human Rights in Central America and Panama, programme coordinated by the European Union. He worked as International Relations Advisor at the National Secretariat for the Family from 1995 to 1997.

He has worked in the preparation and has participated in the defence of the reports presented by El Salvador, in fulfilment of the main International Agreements on Human Rights in the years 1999 to 2005 and he has participated in the regional courses on the elaboration of strategies for the promotion of the human rights and in the preparation of reports made in Buenos Aires 2001 and San Salvador 1998, under the sponsorship of the Office of the High Commissioner of Geneva, having also participated in several national and Central American courses and seminars on human rights and on social matters. He had under his responsibility the answers to cases presented by the Inter-American Commission of Human Rights.

He was awarded a scholarship in the Ninth Course of International Law, Inter-American Legal Committee, in Rio de Janeiro, Brazil 1982, and in the Fourth Interdisciplinary Course on Human Rights by the Inter-American Institute of Human Rights, in San José, Costa Rica, 1986.

He participated in the Regional Workshop on Democracy, Human Rights and Rule of Law, of the Office of the High Commissioner of the United Nations - Geneva (San José, Costa Rica, September 2005); Regional Conference of the International Committee of the Red Cross, on missing persons (Lima, Peru, 2003) and in the meetings on the Strengthening of the Inter‑American Instruments of Human Rights, promoted by the Organization of American States (OAS) 2000-2001. He participated as well in the Regional Meeting for Latin America and the Caribbean of the World Conference on Human Rights (San José, Costa Rica, 1993) and was a member of the official delegation to the International Conference on Population and Development (El Cairo, Egypt, 1994); he participated in the Americas Summit, Miami, United States; in the Fourth Conference of Spouses of the Heads of State and of Government of the Americas, Santa Lucía; in the Meeting of the Executive Board of the Fourth Regional Conference on Women Integration, Chile.

From 1986 to 1994 he was a member of the delegation from El Salvador in the meetings of the Third Committee of the United Nations General Assembly; of the Commission of Human Rights and of the Subcommittee of Prevention of Discrimination and Protection of Minorities; and participated in the sessions of the General Assembly of the Organization of American States in the committee considering the matters of human rights.

As a result of his parliamentary and extra-parliamentary struggle in defence of human rights, during his mandate as a National Senator in 1973-1976, Senator Solari Yrigoyen was made victim of terrorist attacks in 1973 and 1975. After the military coup d’etat in 1976, he was again victim of a third attempt against his life. He was kidnapped and missing, and finally recognized as a political prisoner without judicial process until he was expelled from his country and forced to live in exile for six years.
