The meeting was called to order at 3.15 p.m.
Organizational matters
The Chair, providing an overview of the Committee’s work at its twenty-eighth session, said that the Committee had elected Ms. Dzumhur, Ms. Landázuri de Mora and Mr. Ünver as Vice-Chairs, Ms. Ladjel as Rapporteur and himself as Chair.
The Committee had engaged in interactive dialogues and adopted concluding observations in respect of Algeria and Guyana. It had also adopted concluding observations in respect of Saint Vincent and the Grenadines in the absence of a report and a delegation. Lastly, the Committee had adopted lists of issues prior to reporting in respect of Argentina, Chile, Paraguay and Rwanda.
In addition to its usual meetings with representatives of United Nations bodies and specialized agencies, civil society organizations and national institutions, the Committee had held a meeting with the Special Rapporteur on the human rights of migrants to discuss future cooperation and the implementation of joint initiatives. It had also held meetings with the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) and the Working Group on Arbitrary Detention to discuss possible areas of cooperation and with members of the International Steering Committee of the Global Campaign for Ratification of the Convention on the Rights of Migrants to discuss action to promote the Convention and the rights of migrant workers.
An event had been held to launch the joint general comment on the human rights of children in the context of international migration adopted by the Committee on Migrant Workers and the Committee on the Rights of the Child (CMW/C/GC/3-CRC/C/GC/22). The event had been attended by more than 120 representatives of Member States, United Nations bodies and civil society.
In addition, the Committee had decided to draft a general comment on migrants’ right to freedom and protection against arbitrary detention. Mr. Botero Navarro had agreed to coordinate the working group, which would be composed of Ms. Dzumhur, Mr. Frasheri, Mr. Ünver and himself.
The Committee had received an update on the status of the global compact for safe, orderly and regular migration. It had written to the co-facilitators of the global compact process to express concern about the lack of any reference to the Convention in the draft text and to affirm that the compact should be made part of the international framework for protecting human rights.
The Committee had prepared a paper for the high-level political forum on sustainable development.
With regard to its working methods, the Committee had discussed ways to strengthen its dialogue with States parties, including the possibility of devising a template for country briefing notes for Rapporteurs. It had reviewed follow-up information from Seychelles, Timor-Leste and Uganda. It had also approved: a revised set of rules of procedure that incorporated previously adopted amendments; the guidelines for submission of reports by United Nations specialized agencies and other bodies; and the template for providing information on a State party to the Committee.
Lastly, the Committee had adopted the report on its twenty-seventh and twenty-eighth sessions.
Closure of the session
After the customary exchange of courtesies, the Chair declared the twenty-eighth session of the Committee closed.
