Annotations
1.Solemn declaration by the newly elected members of the Committee
In accordance with rule 11 of the Committee’s rules of procedure, upon assuming their duties, the newly elected members of the Committee will make the following solemn declaration:
“I solemnly declare that I shall perform my duties and exercise my powers as a member of the Committee on Enforced Disappearances independently, objectively, honourably, faithfully, impartially and conscientiously.”
2.Election of the officers
In accordance with rule 15 of the rules of procedure, the Committee will elect from among its members a Chair, three Vice-Chairs and a Rapporteur, with due regard to equitable geographical representation. In electing its officers, the Committee shall also give consideration to appropriate gender balance and, to the extent possible, rotation among members.
3.Adoption of the agenda
In accordance with rule 8 of the rules of procedure, the first item on the provisional agenda for any session shall be the adoption of the agenda, except for the election of the officers. Under this item, the Committee will consider and adopt the agenda for its twenty-fifth session.
4.Tribute to victims of enforced disappearance
The Committee will pay tribute to victims of enforced disappearance.
5.Reports by Committee members on activities undertaken between the twenty-fourth and twenty-fifth sessions of the Committee
The Committee members will share information regarding activities that they have undertaken in relation to the Convention between the twenty-fourth and twenty-fifth sessions.
6.Information received by the Committee
The Committee will consider any information received in relation to articles 33 and 34 of the Convention.
7.Matters relating to the Committee’s methods of work
(a)Methods of work relating to articles 29 to 34 of the Convention
The Committee will continue to develop a methodology and working procedures for the implementation of articles 29 to 34 of the Convention.
(b)Review of the Committee’s rules of procedure and methods of work
The Committee will continue the review of its rules of procedure and methods of work.
(c)Enforced disappearance in the context of migration
The Committee will consider and adopt its general comment on enforced disappearance in the context of migration, and will hold a launch event.
(d)Project regarding a world congress to promote the ratification of the Convention
The Committee will continue its review of the proposal to organize, with its partners, a world congress to promote the ratification of the Convention.
(e)Guide to ratification of the Convention
The Committee will launch its guide to ratification of the Convention.
(f)Notion of short-term enforced disappearance
The Committee will continue its discussion of its work, in coordination with the Working Group on Enforced or Involuntary Disappearances, on the notion of short-term enforced disappearance.
(g)Other matters
The Committee will discuss any other matters relating to its methods of work.
8.Consideration of reports of States parties to the Convention
The Committee will consider the reports submitted by Mauritania and Nigeria pursuant to article 29 (1) of the Convention; the additional information submitted by Mexico and Netherlands (Kingdom of the) pursuant to article 29 (4) of the Convention; and the observations received from Mexico in relation to the Committee’s report on its visit under article 33 of the Convention.
9.Consideration of lists of issues
The Committee will consider and adopt a list of issues in relation to the report submitted by Samoa pursuant to article 29 (1) of the Convention, and lists of issues in the absence of the reports of the Central African Republic and Sri Lanka due under article 29 (1) of the Convention.
10.Visits by the Committee (art. 33 of the Convention)
The Committee will address any issues related to visits that it has requested or plans to request, pursuant to article 33 of the Convention, and will follow up on developments related to its reports on its visits to Iraq and Mexico.
11.Follow-up to concluding observations on reports of States parties
The Committee will consider the report of the rapporteurs on follow-up to its concluding observations pursuant to article 29 of the Convention and rule 54 of the rules of procedure.
12.Consideration of the report on requests for urgent action (art. 30 of the Convention)
The Committee’s working group tasked with considering requests for urgent action under article 30 of the Convention will report to the Committee on the requests received and the follow‑up action taken since the previous session.
13.Consideration of individual communications (art. 31 of the Convention)
The Committee will examine individual communications pursuant to article 31 of the Convention.
14.Follow-up to Views of the Committee
The Committee will consider the report of the rapporteur on follow-up to its Views pursuant to article 31 and rule 79 of the Committee’s rules of procedure.
15.Reprisals
The rapporteur on reprisals will report on action taken regarding any allegations of reprisals received since the twenty-fourth session of the Committee.
16.Discussion on the General Assembly’s consideration of the state of the human rights treaty body system
The Committee will hold meetings with relevant stakeholders to discuss elements of the General Assembly’s consideration of the state of the human rights treaty body system.
17.Joint statement on illegal intercountry adoption
The Committee will hold an event to promote its joint statement on illegal intercountry adoption, issued with other treaty bodies and special procedures.
18.Annual meeting with States Members of the United Nations
Without prejudice to the possibility of holding bilateral meetings, the Committee will hold its annual meeting with States parties and States signatories to the Convention and other States Members of the United Nations to discuss relevant topics under the Convention.
19.Annual meeting with United Nations agencies and mechanisms and intergovernmental organizations
Without prejudice to the possibility of holding bilateral meetings, the Committee will hold its annual meeting with United Nations agencies and mechanisms and with intergovernmental organizations that work on issues related to enforced disappearance.
20.Annual meeting with non-governmental organizations, national human rights institutions and other stakeholders
Without prejudice to the possibility of holding bilateral meetings, the Committee will hold its annual meeting with non-governmental organizations, national human rights institutions and other stakeholders on the situation of enforced disappearance in States parties to be considered at the present session and on matters relating to the implementation of the Convention.
21.Meetings with special procedure mandate holders and regional human rights mechanisms
The Committee will hold meetings with special procedure mandate holders and regional human rights mechanisms to promote cooperation with them and to address specific issues of joint concern.
22.Provisional agenda of the twenty-sixth session
The Committee will discuss the list of items to be included in the provisional agenda for its twenty-sixth session, to be held from 19 February to 1 March 2024.
