Optional Protocol to the Convention on the Rights of the Childon the involvement of children in armed conflict

1.Please provide detailed information on the contributions and/or support of the Principality of Andorra to programmes abroad specifically concerned with the effective reintegration of former child soldiers.

The Principality of Andorra has been a member of the United Nations since 28 July 1993. Since 1995, it has regularly allocated part of its annual development assistance budget to various United Nations funds and programmes.

For the period 1999-2005, Andorra contributed annually to the following 11 funds and programmes: United Nations Development Programme (UNDP), United Nations Voluntary Fund for Victims of Torture, United Nations Children’s Fund (UNICEF), United Nations Youth Fund, United Nations Environment Programme (UNEP), World Food Programme (WFP), Joint United Nations Programme on HIV/AIDS (UNAIDS), United Nations Population Fund (UNFPA), United Nations Development Fund for Women (UNIFEM), Mine Clearance Programme and United Nations programme on children and armed conflict. Its contribution to the United Nations programme on children and armed conflict amounted, for each year of the period from 1999 to 2005, to around 10 per cent of Andorra’s total allocation to the above 11 funds and programmes.

For the period 1999-2005, the Principality of Andorra contributed to the programme on children in armed conflict directed by Mr. Olara A. Otunnu in his capacity as Special Representative of the Secretary-General, which is specifically concerned with assisting children involved in armed conflict.

For the period from 1999 to 2005, the Principality of Andorra allocated a total of 104,737.22 euros to the United Nations programme on children and armed conflict.

Its first contribution to the programme, in 1999, was 12,118.08 euros. In 2005, its contribution was 21,000 euros, representing a 73 per cent increase over 1999 in the budget allocated to this programme.

In the area of its development assistance policy, the Principality of Andorra plans to continue paying voluntary contributions to the United Nations programme concerned with assisting children involved in armed conflict. In fact, starting in 2006, it plans to contribute to a specific programme for the reintegration of former child soldiers.
