ELECTION OF FIVE MEMBERS OF THE COMMITTEE AGAINSTTORTURE TO REPLACE THOSE WHOSE TERMS ARE DUE TOEXPIRE ON 31 DECEMBER 2009, IN ACCORDANCE WITHARTICLE 17 OF THE CONVENTION AGAINST TORTURE ANDOTHER CRUEL, INHUMAN OR DEGRADING TREATMENTOR PUNISHMENT

Note by the Secretary-General

1.In accordance with article 17, paragraphs 3 and 4, of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the Twelfth Meeting of States Parties to the Convention will be convened by the Secretary-General at the United Nations Office at Geneva on Tuesday, 13 October 2009, to elect five members of the Committee against Torture to replace those whose terms of office are due to expire on 31 December 2009 (see annex I). The names of the other five members who will continue to serve on the Committee until 31 December 2011 appear in annex II.

2.In accordance with article 17, paragraph 4, of the Convention, the Secretary-General, in a note verbale dated 24 April 2009, invited the States parties to the Convention to submit their nominations for the election by 27 July 2009.

3.In compliance with the provisions of article 17, paragraph 4, of the Convention, the Secretary-General has the honour to list below, in alphabetical order, the names of persons nominated by 27 July 2009 and the States parties which have nominated them.

In his capacity as secretary of the Committee against Torture since its creation in 1987, he developed measures of interaction and cooperation between the Committee and: (a) the relevant Special Rapporteurs of the Commission on Human Rights (later the Human Rights Council); (b) the European Committee for the Prevention of Torture; and (c) the United Nations Fund for the Victims of Torture;

In his capacity as Treaty Implementation team leader, he contributed to the development of increased cooperation between treaty bodies, Special Rapporteurs of the Human Rights Council, non-governmental organizations and national human rights institutions to harmonize their working methods and to improve the reporting system under the various treaties;
