Note by the Secretary-General *
1.In conformity with article 34 of the International Covenant on Civil and Political Rights, the thirty-first Meeting of States Parties to the Covenant will be convened by the Secretary-General at United Nations Headquarters on 1 May 2012 to elect one member of the Human Rights Committee.
2.In a letter dated 5 January 2012, the Chairperson of the Human Rights Committee informed the Secretary-General of the death, on 2 January 2012, of Abdelfattah Amor.
3.Pursuant to article 33, paragraph 2, and article 34, paragraph 1, of the Covenant, the Secretary-General declared the seat of Abdelfattah Amor vacant from the date of his death. By note verbale of 24 January 2012, the States parties to the Covenant were invited to submit nominations, by 26 March 2012, for the purpose of filling the vacancy for a term expiring on 31 December 2014.
4.Annex I contains the list of candidates in alphabetical order. Annex II contains the curricula vitae of the persons whose nominations had been received by the secretariat by 26 March 2012. Nominations received after this date will be issued in addenda to the present document.

Courses on constitutional law, administrative law and international relations; research in the same fields, which has led to the publication of 12 books and more than 86 articles; member of a number of selection panels for professors and assistant professors; doctoral thesis adviser on a number of occasions; participant in numerous academic activities and missions; speaker at numerous seminars and colloquia; former Dean of the Tunis Faculty of Juridical, Political and Social Sciences.
Education
Doctorat d’État en droit (PhD in Law) from the School of Law of Paris; awarded the agrégation and full professorship in public law; doctorate honoris causa from Laurentian University of Canada; doctorate in public law and doctorate in political science from the School of Law of Paris.

Principal professional activities
Director for Rights in charge of implementation of Government policy on the promotion and protection of human rights; Coordinator of the National Consultative Human Rights Council, responsible for the preparation of initial and periodic reports for submission to treaty bodies; Head of the Human Rights Desk and, as such, responsible for receiving and acting upon allegations of human rights violations and for ensuring the fulfilment of international human rights obligations, the harmonization of their fulfilment with domestic law and follow-up thereto; Coordinator of the working group responsible for securing the adoption and execution of a national plan of action for implementing the recommendations made in the course of the universal periodic review.
Education
Jurist (Cheikh Anta Diop University of Dakar, Master’s in Private Law); professional certificate from the National School of Administration and the Judiciary; specialized studies in human rights, the rights of refugees and international humanitarian law.
Other main activities in the field relevant to the mandate of the treaty body concerned
Experience as a member of the judiciary in the fields of constitutional, criminal and civil law (as an investigating judge, an assistant judge attached to the Constitutional Council, an administrative assistant at the Court of Cassation, juge-conseiller (legal counsellor) in the criminal division of the Court of Appeal of Dakar, family court judge in the Dakar departmental court).
Former Secretary of the Senegalese Human Rights Committee (the national human rights institution). For a number of years, served as the Human Rights Director responsible for dealing with complaints and allegations of human rights violations, particularly those concerning civil and political rights.
